Jodie Esper, Chief Executive Officer
Jodie Esper became enTRUST Services’ Chief Executive Officer when the nonprofit launched in 2023. In this role, Jodie is tasked with leading the strategic direction and all aspects of operations to ensure the organization is fulfilling its purpose to provide comprehensive financial services that enrich the lives of people with disabilities.
Jodie also serves as the Chief Financial Officer of Mainstay Life Services (since 2017).
Jodie has more than 25 years of finance experience, with 17 years in a leadership capacity with nonprofit human services organizations. Jodie is passionate about the work as the mom of a son with an intellectual disability. She understands the financial challenges of navigating systems of care and the most important question all families face, “What happens when I’m gone?” She is an advocate and strong supporter in the disability community.
Jodie received her Bachelor of Science in Business Administration (B.S.B.A.) in accounting, and a Master of Science degree in accounting from Robert Morris University in Moon Township, PA.
Ruth Opferman, Benefits Counselor and Financial Specialist
Ruth Opferman was promoted to Manager of enTRUST Services in 2023, after serving as its Benefits Counselor and Financial Specialist when the nonprofit launched. In this role, Ruth facilitates enTRUST’s day-to-day business operations.
Ruth’s mindset projects a compassionate advocacy-focused, and fiscally minded, approach. This ensures timely responsiveness to current and future trust holders, beneficiaries, and those in need of holding onto their federal benefits while pursuing employment goals to achieve financial independence.
Ruth has maintained the Mainstay Life Services’ Residential Account and Representative Payee programs since joining the organization in 2003, and the Special Needs Pooled Trust since its inception in 2011.
Ruth’s accounting and fiscal experience in the nonprofit human services field began in 2003; since then, she has worked alongside such agencies as the Social Security Administration, Department of Human Services, Allegheny County, Office of Vocational Rehabilitation, and Funeral Alliance of PA.
Ruth has been married to her husband Joe since 1991, and is a mother of two, with three grandchildren. Ruth has devoted her life to the needs of others by way of her five-year tenure in the US Army; she then received her Associate of Arts at Saint Leo College, which led her to earn her Bachelor of Science in Organization Leadership at Duquesne University years later. In 2022, Ruth earned her credentialling as a Work Incentives Practitioner through Cornell University’s School of Industrial and Labor Relations.
Suzanne Ross Schweppe, President
Suzanne Ross Schweppe became enTRUST Services’ President when the nonprofit launched in 2023, bringing with her experience in compliance, ethics, and governance. She also serves on the Board of Mainstay Life Services.
Suzanne is the former Managing Director and Compliance and Ethics Chief of Staff at the Teachers Insurance and Annuity Association (TIAA). Prior to this role, she served as TIAA’s Senior Compliance Officer and Chief Compliance Officer for TIAA, FSB.
She holds more than 30 years of experience in finance and banking. Before her roles at TIAA, Suzanne worked in a number of senior-level capacities across multiple organizations including Higher One, Inc., BankUnited, BNY Mellon, Sabadell United Bank, and PNC Financial Services Group.
Suzanne received a Juris Doctor degree from Duquesne University and a Bachelor of Science in Biology from Boston College.

Janna Chiurazzi Young, Vice President
Janna Chiurazzi Young became enTRUST Services’ Vice President when the nonprofit launched in 2023. She brings to enTRUST the perspective and voice of a family member of a person with disabilities.
Her strong community connections and business acumen are essential to her board role.

Richard Swartz, Treasurer
Rick Swartz became enTRUST Services’ Treasurer when the nonprofit launched in 2023.
He joined the Bloomfield-Garfield Corporation (BGC) in 1981 as a commercial district revitalization specialist, following graduate work in urban planning and public administration at the University of Pittsburgh. By 1986, Rick was overseeing all of the BGC’s program development efforts as its Executive Director.
Linda Zane, Ed.D., Secretary
Linda Zane became enTRUST Services’ Secretary when the nonprofit launched in 2023.
As someone whose father’s career was devoted to serving people with intellectual disabilities, Linda has a personal passion for the enTRUST purpose of enriching the lives of people with disabilities. Through her previous experience as the director of a childcare program and her current position as a university professor, Linda provides expertise in program development and finding creative solutions to improve services. Linda values the opportunity to serve on enTRUST committees, positively impacting the lives of persons with disabilities.

Beth Scagline Mills, Esq.
Beth Scagline Mills joined the enTRUST board in 2024.
She has been the Magisterial District Judge in Elizabeth since July 2007. Her district includes Elizabeth Township, Forward Township, Elizabeth Borough, and West Elizabeth. She is a graduate from Elizabeth Forward School District, Dickinson College, and Pepperdine School of Law. Beth currently serves as Vice Chair of the Minor Court Rules Committee of the Special Court Judges Association of PA. She previously sat on the Ethics Committee and Security Task Force. Prior to becoming District Judge she was a solicitor for local municipalities and a trial attorney practicing general litigation in both state and federal courts.
Beth is a member of the Board of Directors for the 20th Century Club and the EF Alumni Association. She was a member of the Board of Directors for Womansplace in McKeesport which merged to become the Center for Victim of Violent Crimes. She is a merit badge counselor for Scouts and attends Eagle Courts.
Beth resides in Elizabeth and enjoys reading, tea, and golfing.
Jack Ryan
Jack Ryan joined the enTRUST board in 2024.
Jack has been a dedicated Special Olympics coach for more than 25 years and has a passion for supporting people with disabilities. As a certified financial planner with Henderson Brothers, Inc., and with his training as an attorney, Jack leverages his background to help serve all enTRUST stakeholders.
